Before travelling to any district, I make it a point to understand the place beyond Google Maps — its history, what people do for a living, what makes the district unique and, most importantly, what challenges its citizens might face. Only then can I truly understand how documentation awareness can make a difference.

Belagavi is where Karnataka meets Maharashtra and Goa. Over the years, this strategic location has made it an important centre for trade, education and industry. People from different linguistic and cultural backgrounds have lived and worked here for generations, giving the city a unique identity.

A District with a Proud History

This region has witnessed the rule of several great kingdoms, including the Chalukyas, the Rattas, the Vijayanagara Empire and the Marathas. History lovers instantly associate Belagavi with Kittur Rani Chennamma, one of India’s earliest freedom fighters who courageously stood against British rule long before the First War of Independence.

Although my visit was primarily focused on documentation awareness, knowing this history gave me a deeper appreciation for the district — a land of resilience, courage and progress.

More Than the “Sugar Bowl of Karnataka”

Many people know Belagavi as the Sugar Bowl of Karnataka, and rightly so — sugarcane fields stretch across large parts of the district, supporting farmers, sugar factories and thousands of families. But Belagavi cannot be defined by agriculture alone. It is equally known for engineering industries, foundries, manufacturing units, educational institutions and a rapidly growing business ecosystem.

A District That Educates Thousands

Every year, thousands of students come to Belagavi to pursue engineering, medicine, law, management and other professional courses. Many of them may never imagine that a small spelling mistake in a school certificate or an Aadhaar card could become a hurdle years later while applying for higher education, passports, government jobs or opportunities abroad — which is why documentation awareness should begin much earlier, while students are still in school and college.

Journey to Belagavi

As part of my Karnataka Documentation Awareness Journey, my next destination after Dharwad was Belagavi (formerly Belgaum), one of the largest and most important districts of North Karnataka. Early in the morning, I boarded a KSRTC non-stop bus from Dharwad to Belagavi. The bus fare was ₹140, and the journey took approximately two hours. It was a rainy-season morning, with complete green trees along the way.

As always, I prefer travelling by public transport because it gives me an opportunity to observe local life, interact with people and understand the culture of the region.

Travel Tip

KSRTC non-stop bus from Dharwad to Belagavi: approximately ₹140, roughly a 2-hour journey. The District Court and Collectorate are located adjacent to each other in Belagavi city.

My Visit to Belagavi District Court

District Courts are one of the best places to understand the practical side of documentation. Every day, advocates, notaries, document writers and members of the public visit these courts for various legal matters. I spent more than an hour interacting with several professionals to understand their awareness about the Government of India Gazette process for name change and related documentation.

My first discussion was with Mr. Sharath Desai, an experienced Notary in Belgavi District Court. He told me he had heard about the Government of India Gazette process but had never personally filed such a case — his exposure was mostly limited to matters relating to the Karnataka Gazette.

Next, I met Ms. Purnima, a document writer working in the court premises, who shared that very few people approached her regarding Government of India Gazette name change cases. I also spoke with Mr. R. R. Desai, another experienced Notary, who was similarly unfamiliar with the detailed procedure.

My Biggest Observation

These conversations gave me an important insight: awareness about the Government of India Gazette process for name change was limited even among legal professionals I met. This strengthened my belief that there is a genuine need to create Documentation Awareness (ದಾಖಲೆ ಜಾಗೃತಿ) across Karnataka. Many people know that names can be changed legally, but they are often unaware of the complete process, required documentation or the authorities involved.

Visit to the Collectorate

After completing my visit to the District Court, I walked to the Collectorate, located adjacent to it. I interacted with a few people there as well, and once again noticed that awareness regarding the Government of India Gazette process was quite limited. By this time I had started feeling unwell, with a mild fever and cold, so I decided not to spend much time there — but I was happy to have completed the important interactions I had planned for the day.

An Interaction with College Students

At the bus stand, I noticed a group of college students waiting for their buses. One of them introduced himself as Deepak Kamath, a final-year B.Sc. student. I asked him a simple question: “Have you ever checked whether your name, your father’s name and your date of birth are exactly the same in all your documents?” He smiled and replied, “No, Sir. I have never checked.”

His answer did not surprise me — I have received the same response from many students across India. I explained that while preparing for higher education, government jobs, campus placements or passport applications, document verification becomes an important part of the process. For the next few minutes, we discussed why students should verify:

I advised them not to wait until the last moment — it is always better to identify any discrepancy early rather than discover it during an important opportunity.

An Unexpected Conversation During My Bus Journey

While travelling back, I was seated next to a friendly and cheerful gentleman named Mr. Abdul Rasheed. I introduced myself as a Documentation Consultant travelling across North Karnataka as part of my Documentation Awareness Research. He shared part of his personal journey — that he had embraced Islam in order to marry, and had updated his name in his Aadhaar card with a friend’s help, but was not aware of the complete legal documentation process relating to change of religion and change of name.

This gave me an opportunity to explain that changing one document alone does not automatically complete the legal documentation process — depending on individual circumstances, different records may also need to be updated to maintain consistency. He listened carefully and thanked me for the correct information. For me, this conversation reinforced an important lesson: many citizens are willing to comply with legal procedures — the real challenge is that they often do not know what the correct procedure is or where to obtain reliable guidance.

Awareness Creates Confidence

These two conversations — one with students and another with a fellow passenger — taught me that documentation awareness is not limited to one profession or one age group. A student may require guidance before applying for higher education. A working professional may need assistance while changing jobs. A married woman may wish to update her surname. Someone may need guidance after a change of religion. Another person may discover a spelling mistake in an educational certificate after many years. Every situation is different, but the need for correct information is the same.

My Reflection at the End of the Day

Although I was not feeling well physically because of fever and cold, the interactions I had throughout the day made the journey meaningful. Every conversation strengthened my belief that creating Documentation Awareness (ದಾಖಲೆ ಜಾಗೃತಿ) is not just about paperwork — it is about helping people protect their future opportunities. Sometimes, a five-minute conversation can prevent months of difficulty later.
